In April 2006, the Refugee Studies Centre hosted two workshops focusing on ‘Institutional Challenges to Protection’ and ‘Access to Protection’. The purpose of these workshops was to bring analysis on Refugee Law within the broader framework of International Law by initiating discussions on protection issues that may deserve further research attention, identify grey areas or areas of tension, and unresolved issues that might merit further academic research.
The first workshop focused on the “Institutional Challenges to Protection”. Speakers were Professor Guy Goodwin-Gill (University of Oxford) and Dr Chaloka Beyani (London School of Economics). Professor Guy Goodwin-Gill addressed issues related to the role of UNHCR and its evolving mandate. Dr Beyani focused on the protection of IDPs, especially from the perspective of the on-going efforts within African Union.
The second workshop focused on “Access to Protection”. Speakers were Professor Fernando M. Mariño Menéndez (University Carlos III de Madrid and Chair of the UN Committee Against Torture), Mr Alexander Betts (University of Oxford), and Dr Matthew Gibney (University of Oxford). Professor Mariño addressed issues related to recent State practice, in particular in relation to the use of diplomatic assurances in removal cases and the right of individuals to an effective remedy against human rights violations. Mr Betts addressed issues derived from the off-shore processing of asylum claims. Dr Gibney addressed issues related to the responsibilities of states towards asylum seekers that haven’t reached the state territory. Professor Gregor Noll (University of Lund) contributed with a paper on issues related to the offshore processing of protection claims and the use of diplomatic assurances in removals to risk of torture.
